Appraiser Supervisor
DEFINITION:
The Appraiser Supervisor supervises the appraisal
staff working in designated areas/ section of the island or working in a
specialized field, such as income producing property. The Appraiser
Supervisor trains employees in the more complex and difficult appraisal
where accuracy and independent judgment are necessary. Work is performed
under the direction of a higher level officer who assigns duties, but
the employee is allowed considerable latitude in executing his/her
responsibilities.
DUTIES (NOT ALL INCLUSIVE):
1. Reviews appraisals made by subordinate Appraisers to ensure
uniformity and to check for errors in judgment.
2. Reviews and coordinates reassessment programs.
3. Reviews complaints/appeals from property owners to the Board of Tax
Review
4. Conducts training classes for new Appraisers in field and office
procedures
5. Directs and supervises the Appraiser of residential, commercial,
Industrial and multifamily properties
6. Directs and supervises appraisal-oriented data collection/data clean
up efforts
7. Assists in training and updating staff in new programs
8. Analyzes and evaluates the work of all Appraisers on a continuous
basis and prepares reports of accomplished activities
9. Reviews appraisals and makes recommendations as to whether or not
assessments should be adjusted within the legal requirements and makes
appearances before the Board of Tax Review to defend property values
10. Overseas the entry data into computer system and the pulling of
reports as needed and as scheduled
11. Ensures the proper training of staff in current automation
applications and relevant software packages
12. Keeps informed on current developments affecting property appraisal
functions including legislative changes in local policies and procedures
13. Interprets and explain statutory requirements rules, regulations and
procedures pertaining to the appraisal/assessment process including
administrative review procedures to Employees, Taxpayers, their agents
and Attorneys
14. Performs related work as assigned.
REQUIREMENTS:
Knowledge abilities and skills
• Extensive knowledge
of statutes, court's rulings and other regulations pertaining to the
appraisal of Real Property for tax assessment purposes;
• Extensive
knowledge of Appraisal methods and techniques used in the assessment of
Real Property and land for purposes of tax assessment;
• Extensive
knowledge of building construction practices and of building and land
values;
• Ability to plan, direct and coordinate the work of field and
office employees in a manner conducive to full performance and high
morale; • Ability to devise and install new and revised procedures and
methods to improve efficiency and effectiveness of office and field
operations; • Ability to train subordinates appraisers;
• Ability to
apply advanced principles of property appraisal to accurately assess the
value of property for tax assessment purposes; • Ability to interpret
and explain complex property appraisal methods and the provisions of
property appraisal statutes;
• Ability to exercise tact and diplomacy in
dealing with taxpayers and their representatives concerning tax
assessment issues and problems;
• Ability to defend assessments before
the Board of Tax Review;
• Ability to communicate clearly and concisely,
verbally and in writing;
Education and Experience
Graduation from a recognized
college or university with a Bachelor's degree or Associate's degree and
five (5) years in appraisal work related experience preferably including
some experience in a supervisory capacity.
Necessary Special Requirement
Possession of a valid
driver's license
