Lieutenant Governor Osbert Potter and Director of Personnel Milton Potter Address Concerns of Anthem Insurance’s Purchase of Cigna Insurance

The Honorable Osbert E. Potter, Lieutenant Governor/Commissioner of Insurance and Milton Potter, Director of Personnel are jointly responding to Virgin Islanders’ concerns about Anthem’s agreement to purchase Cigna.  The primary concern of consumers is whether the purchase will impact the health insurance Cigna currently provides to Government of the Virgin Islands employees and retirees under age 65.  According to Director of Personnel Milton Potter, “The current group health insurance contract between the Virgin Islands Government Employees Services Commission (“GESC”) and Cigna is still in force and cannot be impaired.  It is still in effect until it expires on September 30, 2015.  The current contract with Cigna is subject to annual renewal and we are in the process of renewal for Year 2016.  At the present time, we are negotiating and there could possibly be a minimal increase in rates”.

 

         Lieutenant Governor/Commissioner of Insurance Osbert E. Potter added, “It is the job of the Office of the Lieutenant Governor through the Division of Banking and Insurance to license and regulate insurance companies and protect the interest of consumers.  I have submitted to Anthem and Cigna two issues for their consideration prior to the finalization of the acquisition. The issues are whether Anthem will submit bids in the future to provide similar or better health insurance coverage for Government of the Virgin Islands employees and retirees under age 65, and secondly will Anthem offer Individual Health Insurance Plans in the Territory?  We understand that Anthem offers Individual Health Insurance Plans stateside. We will monitor the Anthem/Cigna acquisition closely until it is finalized in Year 2016.  Be advised that the transaction is subject to the review and approval of the US Department of Justice”.

 

         The GESC is responsible for requesting bids and entering into a contract with a duly licensed insurance company to provide health insurance coverage for Government of the Virgin Islands employees and retirees under age 65.  This contract is subject to the approval of the Legislature of the Virgin Islands.

 

         The Office of the Lieutenant Governor is responsible for licensing all insurance companies, including the insurance company that is contracted by the GESC.
